I watched a video that discussed how the specific needs for family planning can vary from country to country, family to family, and can even vary from year to year for the same family.  While one form of birth control make work for awhile, over time the family's needs can shift and change so there needs to be consistent access to clinics that can keep in touch with a family throughout their childbearing years.
